(1)辞典編集委員会
2000年の学会創立50周年を記念する『経済思想史辞典』の編集が鋭意進められています。編集委員会では，6月の幹事会で，項目の選定，執筆者の選定等について，編集委員会に一任されていることに基づき，6月と11月に2回の合宿を行い，人物，事項につき約1200の項目を選定し，そのランク付けをおこなうとともに，執筆を依頼する人を決めました。そして，編集事務上の作業が順調にいけば，12月の初旬には執筆依頼を行うことにしました。締め切りは，3月末を予定しております。ほとんど学会員で執筆し，学会の総力を挙げた辞典ということですので，執筆について，是非ともご尽力賜りますようにお願いいたします。また，何せ，膨大な作業ですので，執筆者の決定等について，編集委員会の配慮の足りない点があるかもしれません。この点，ご容赦のほどお願いいたします。依頼項目，執筆要項，提出要領，その他必要なことは，依頼状に同封いたします。編集委員会と連絡先は次の通りです。
1)6月の幹事会でインターネットのホーム・ページSHETを学会の正式ホーム・ページにすること，赤間 道夫会員を国際交流委員とすることが承認されましたが，これに関連して今回の幹事会に諮り，SHETは英語版だけではないので，「国際交流委員会」の名称をより広いものに改め「交流委員会」とすることになりました。委員は，これまでの国際交流委員と同様に赤間 道夫，池田 幸弘，深貝 保則会員，それに馬渡 尚憲です。改めて，SHETを案内しておきます。

袴田 兆彦（中央大）「Kahn Papersからみた『短期の経済学』」
Kahn Papersの調査からは，さらにロビンソンとの間に交わされた文書などを解読することにより『不完全競争の経済学』との関係も明らかにされるものと期待される。また，カーンは，SP4を執筆する過程で，ビジネスマンへのインタビューという，後年オックスフォード大学のグループが採用したのと同様の方法で企業の価格決定方式などを調査したが，その結果はまとまってはいない。ケインズとの関係では，とくに『一般理論』のミクロ理論に関するカーンの影響や『貨幣論』に対する関与など解明すべき点も残されている。乗数論文と『短期の経済学』との関係も注目すべき点であるが，これに関してはほとんど資料が残されていない。

大森郁夫，『ステュアートとスミス――「巧妙な手」と「見えざる手」の経済理論――』（ミネルヴァ書房，1996年）合評会

ステュアートの有効需要論においては，有効需要は直接貨幣出動と結びつく。有効需要としての貨幣は，著者のいう貨幣フローの活動形成機能として財市場に働きかける。だがケインズの有効需要論では，資産市場における貨幣と，財市場における有効 需要とは切り離されている。ステュアート的な貨幣市場と財市場との表裏一体的理解は，貨幣市場分析の歴史のなかで有力な見解だが，その位置づけは一度確定しておく必要があるように思われる。
ヒュームの長期均衡としての貨幣数量説と，短期動学としての連続的影響説との組み合わせは，ステュアートの場合，特殊ケースとしての完全就業下での数量説的現象と，一般ケースとしての不完全就業下での有効需要論とに対応する。この著者の明快な整理の一端をになうヒュームの短期は，はたして非自発的失業を前提しているのか。最後にスミスの均衡論については，有効需要と供給量との格差が，要素移動を通じて最終的には自然価格と自然率とをもたらすというとき，その経済成長論との関連はどう処理するのか。スミスの自然価格の世界は，経済成長に見合った価格と数量との訂正機構にすぎないのではないか。
本 書でステュアートによる「端緒的均衡理論」の成立の意義が強調されるように，著者はステュアートを重商主義者と前提して分析する立場をとらない。ステュアートにおける「市場メカニズムのワーカビリティーへの基本的な評価と信頼」(296ページ)を説く著者は，ステュアートのもつスミスへの「親近性」の側面に注目し，彼を経済的自由主義に接近した理論家として理解する。著者のそうした基本認識はとくに「序説」で明瞭に主張されている。また，ステュアートの経済政策観は「経済干渉主義」や「経済統制主義」ではなく，貨幣的コントロールという間接的手段を用いる「柔軟な経済調整主義」(239ページ)であると規定される。しかしながらステュアートは，適切な人口増加のために一部の結婚には国家の保護をあたえ，一定数の子供は国家が養育すべきであるとする（『原理』第１編１２章）などの，貨幣的コントロール以上の積極的な政策も様々に提案しているのであるから，彼をあまりに自由主義に近づけて解釈することには問題があろう。
実は本書の諸章での個別の各主題の分析では，「序説」とは論調が微妙に変化し，ステュアートが市場経済を本質的な不均衡をはらむ対象として認識していたことが随所で確認されているのである。個別的・具体的分析を進めるほどステュアートとスミスとの距離があぶり出されてこざるを得ないということではなかろうか。ステュアートの中にありきたりの重商主義者には見られぬ理論的な達成を発見しようとする試みは有意義であり，著者の努力を多としたい。だが同時に，彼がスミスたりえなかった所以にも十分な注意を払いつつステュアート像を構成すべきであると思われる。
＜水田会員への返答＞ 本書のねらいの一つは，経済的自由主義をスミスに代表させ，それとの対比で重商主義者やステュアートを一律に遅れた統制主義と決めつける二項対立的な経済学成立論からステュアートを救いだすことにあった。利己心の自由な発現とそれを前提とする自由競争にもとづく均衡化メカニズムの成立を基本的に容認しているという意味で，ステュアートの制度化された「巧妙な手」は水田氏のいう「不完全な自由主義」の陣営に属し，それもまた経済的自由主義ではないかというのが本書の主張である。有効需要論をめぐるステュアートとケインズの相違についての指摘には異論ない。その相違は連続的影響説にたいする扱いと関連するかもしれない。ヒュームの連続的影響説における非自発的失業の認識は，本書152ページ引用文V-5の 第２センテンスなどにあらわれていると思う。スミスの自然価格論は有効需要量が所与という意味で短期の静学理論であるが，次に有効需要量が変動することによって動学的世界が開かれるという理論構造になっている。
＜八幡会員への返答＞ 書き直しを含めて本書の各章にはかなり手を入れたつもりだが，下敷きとなった論文の作成年代の相違を反映して，「巧妙な手」と経済的自由主義の性格づけについて各章間で濃淡の差が生じていることは，八幡氏のご指摘のとおりだと思う。この問題にかんする著者の見解は，序説と第８章で検討・批判していただければ幸いである。マクロ経済的不均衡の認識が即自由主義の否定になるとは考えられない。水田氏への返答に付け加えるならば，いわゆる設計主義が理性によってルールを設計するものだとすると，ステュアートの「巧妙な手」は理性によって人々を市場のルールに服させるという面をもっている。その一方で，政策家ステュアートには八幡氏が指摘されるような特質も見られるので，彼とスミスを同列に置くつもりはないが，経済的自由主義をひたすら後者に即してのみ解釈し，両者を必要以上に対立させ対極に位置づけることでスミスの革新性を守ろうとする手法は，経済学の成立問題への接近としても一面的すぎることを繰り返したい。

藤井 賢治 (青山学院大学)「マーシャル後のケンブリッジ経済学 ――組織の喪失と市場の不完全性――」
本報告の論点は，以下の2点である。第1は，マーシャルにおける長期的収穫逓増が組織の存在を前提とする現象であるにもかかわらず，ピグーの外部経済理解が組織の存在を必要としないものに変化している点である。第2は，費用論争の一つの帰結は競争概念が自由競争から完全競争へと純化されたこと（サブ・タイトル中の「市場の完全化」はこの事態を意味している）であり，この市場の完全化によって，すでにその存在が希薄化していた組織は完全に存在意義を消失させられてしまったという点である。
勢力経済学による批判は，(1)ケインズの失業理論の基礎づけを目的とした。(2)特にケインズの労働供給曲線の理論的基礎を主に批判している。(3)労働需要側に関してはほとんど分析されておらず，実質上古典派の第１公準を受入れている。(4)高田の勢力的失業はケインズの非自発的失業と異なり，自発的失業の一種である。その意味で，(1)の目的はケインズ理論の基礎づけという形では実現されていない。(5)勢力経済は失業手当などの制度面からの裏付けを得て成立している。また，経済外的要因を導入するためには，高田博士が不十分にしか分析しなかった「資本市場と労働市場の依存性」の役割に注目して，勢力経済学の意義と限界を明らかにした。

The International Committee of Historical Sciences is now planning its 19th International Congress to be held in Oslo, August 6-13, 2000. Three major themes will each occupy a full day: (1)Perspectives on global history: concepts and methodology. (1-a)Is global history possible? (1-b)Cultural encounters between continents over the centuries. (2)Millennium, time and history (2-a)The construction and division of time: periodization and chronology. (2-b)Eschatology, millenarian movements and visions of the future. (3)The uses and mis-uses of history and the responsibility of the historian in past times. Twenty specialized themes will occupy a half day each, some running concurrently. and Twenty-five Roundtables will be limited to four people engaged in lively debate on specific themes.

入院する以前に新しい構想をはなされ，準備されていたことを思い出しますと，そのあまりにもお若い逝去が惜しまれてなりません。ここに謹んで先生のご冥福をお祈り申し上げます。
少し遅れましたが，「学会ニュース」第11号をお届けします。遅ればせながら新年の挨拶を申し上げます。
明けましておめでとうございます。
会員の皆様方には，本年もどうぞ宜しくお力添え下さいますようお願い致します。本号の作成にも多数の会員の方々のご協力を頂きました。この場を借りて厚く御礼申し上げます。
以下に事務局から多少のお願いを申し述べたく存じます。先ず，会費未納の方は，恐れ入りますがどうぞお早めにお納め下さい。累積的な未納の方々には特に学協会サポートセンターから請求文が郵送されますのでご留意下さい。その際，退会希望の方は事務局に速やかにご連絡下さい。年度末(３月末)にある程度正確な会員数を確認するためにも以上のことは必要ですので，ご協力をお願い申しあげます。
次に，部会活動に関してですが，各部会で報告された会員の方は，出来るだけ速やかに期限厳守で各部会幹事の許に報告要旨をお送り下さい。新鮮な部会報告をニュースレターにいちはやく掲載するためにも宜しくお願い致したく存じます。
